Ceasar is an ultra-rich and wealthy street racer who lives in the Comerica Park district of Detroit, Michigan and is a member of By Invitation Only, a car club that specializes in Exotics.
He faces the player in their initial challenge to enter the By Invitation Only club races, driving a Mercedes-Benz SLR McLaren, before returning in a Lamborghini Gallardo Coupe, after the player defeats Kioshi, and returns in the U.S. Championship Series driving a Chrysler ME Four-Twelve.

When first met by the player, following the defeat of Leo, Ceasar drives a Mercedes-Benz SLR McLaren. Upon his first defeat, By Invitation Only challenges the player, and the City Tournament (Detroit) opens, which rewards the winner with a Cadillac Cien.
After defeating Kioshi, he returns in a Lamborghini Gallardo. The player must defeat him in his first rematch, along with Angel and Kioshi to be able to proceed to the U.S. Championship Series.
During the U.S. Championship Series, he returns in a Chrysler ME Four-Twelve, but is unfortunately defeated by the player again.
