Phil is a street racer in Midnight Club 3: DUB Edition and is part of the Choppers of America Bike Club in San Diego.
Description[]
Phil lives in San Diego and is a member of the "Chopper of America Bike Club". The fourth challenger in San Diego, who will challenge the player after defeating two of the initial three racers (Vanessa, Carlos or Bishop).
Phil boasts that he can beat the player with a chopper. By beating Phil in a series of four races, the player wins his Hotmatch Cuevito (or $65,000 if the player's garage is full but still unlocks the Cuevito for purchase), and gains access to the Chopper of America Bike Club.
Following his defeat, and if the player won any of the three initial tournaments in San Diego, the player will receive a phone call that Vanessa is looking for a challenger again.

- According to Oscar, Naomi in Atlanta used to "hang out with him." Naomi also rides a chopper, that being the Hotmatch Skully.
- As mentioned by Oscar, he is also a loco.
- Phil is the only racer to directly give out a vehicle, that being his Hotmatch Cuevito being won directly after defeating him, unlike with other Car Clubs that organize Tournaments to give out a prize vehicle to get the player started in the Club Races.
