Tomoya is a garage owner in Midnight Club 3: DUB Edition (REMIX) that can be encountered during the Tokyo Challenge.
Background[]
Tomoya owns the SPEEDWAY garage in Tokyo where he and his mechanic Toshi work on cars. He seems to own a blue Infiniti G35 that Toshi is constantly working on. However, Tomoya is unsatisfied with Toshi's work and constantly berates him in Japanese, sometimes switching to English for the player to understand. He says such things as "it looks cheap," however, he also praises Toshi in the first cutscene saying "even this clown is better than any of those butchers you use in America.".
As the player encounters Tomoya in each cutscene, he will advise them on how to progress through the Tokyo Challenge or congratulate them for finishing all the races or beating everyone in Tokyo. However, Tomoya will also become increasingly frustrated with Toshi and get angry at his work, as seen in the penultimate cutscene that triggers after winning 34 Tokyo City Races, which is the requirement to open the Imperial Palace Tournament, before eventually firing him in the last cutscene, which happens after winning all Tokyo Challenge tournaments.

- He is voiced by James Yaegashi, who also voices Wu Zi Mu in Grand Theft Auto: San Andreas, another Rockstar title.
- If the player plays a tutorial while in the Tokyo Challenge, Tomoya will narrate it instead of Oscar, except for the career NAV System tutorial.
