Background[]
Toshi is one of the red light racers in the game. He is part of Andrew's crew.
Storyline[]
Toshi appears in the story once. Andrew calls the Protagonist (MCLA) telling him to find the Valley Car Wash on Ventura, and to win the series race there. Toshi is one of the street racers the player has to defeat.
